Nomenclature Synclavella was described as a new genus by Caullery in 1900 to group two species of Clavelina that have zooids completely embedded in a common tunic.

The degree of embedding of the zooids was later disregarded as having significance (Van Name 1945, Berrill 1950) , and Synclavella was considered synonym of Clavelina. The same happened for other genera based on colony structure, such as Podoclavella, Stereoclavella.

Clavelina arafurensis has zooids embedded in a common tunic, so when Tokioka used the notation Clavelina (Synclavella) arafurensis, he likely wanted to emphasize that the new species belong to the "embedded" group of species.

I don't think he is recognizing formally the name Synclavella as subgenus. He didn't say so, and I couldn't find any mention to Synclavella in any of the Tokioka works I searched.
