The overall aim of the Setting the Vision stage is to engage the stakeholders in the identification of the key problems and issues for the ICZM process to deal with, and to set the course for the eventual ‘shape’ of the strategy, plan or programme and its implementation. It will build on and substantiate the findings of the Scoping Report from the Establishment stage.

Key tasks

1. Consensus Building - agree the key problems, issues & priorities for the area.

2. Setting the Direction – agree the vision and the objectives.

3. Measuring Success – select the indicators to measure the success of both the ICZM process and its outcomes.

The core activities of this stage are therefore the engagement and consensus building with the stakeholders and the wider community.

Likely Outputs

Potentially, the outputs can be consolidated into a single Vision document, along with supporting interpretive material and reports of the participation process.

An Indicator Matrix to be ‘populated’ throughout the following stages of the ICZM process and its implementation.
