The term Integrated Maritime Spatial Planning (IMSP) was first used in the 2007 EU Blue Book on Maritime Policy, where it describes a spatial planning approach which equally covers on- and offshore areas. Maritime spatial planning is considered both a tool and a requirement: A tool to help resolve conflicts of use on coasts and seas and deliver an overall integrated management approach, and a requirement for the continued sustainable development of maritime economic activities and neutral arbiter between conflicting and competing interests and activities.
