Authority Jones (1985, 1987) claimed authorship for Vestimentifera, and barely mentions the prior usage of Webb (1969), but while he authored the nomenclatural act of giving it phylum rank, Webb, who created the name at order rank, is the author of the name. Names above family are not regulated by the ICZN code. Jones simply ignores Webb's prior usage, and clearly presents the name as if it did not previously exist before his publication. If Jones had retained Webb's name at a lower rank, there would be some justification that his usage was an entirely new name, but it clearly is not. For many years previously Vestimentifera had been used as a higher rank, including at class-level within Annelida by van der Land & Nørrevang, 1977 [details]

Classification Webb (1969: 45) described Lamellibrachia barhami and, as an indication of its unique morphology, created a new genus, a new family Lamellibrachiidae, a new order Vestimentifera, and a new class Afrenulata within the phylum Pogonophora..  [details]
